The intent of DCP 161 is to increase charges made when half-hourly metered customers exceed their agreed capacity, so as to reflect the fact that they have made no connection charge contribution to the additional capacity that they use, and that network investment costs are ordinarily charged for over the whole year whereas current exceeded capacity charges are only applied for one month.
