The intent of DCP 165 is to change the CDCM so that:
This implies that the same standing charge factors would apply to all tariffs (except unmetered ones), so that the same network levels would contribute to the unit rates (as opposed to capacity charges or fixed charges), but the intent but does not say so explicitly. That aspect of the change would probably be the most significant in practice.
A working group was established from 22 February 2013, first meeting Monday 18 March 2013. I am not on that working group. A lot of the relevant modelling work might already be available on this website.
DCP 165 "voltage-level CDCM tariffs" would use single coincidence correction factor for all LV. Why preserve HV/LV discrimination? #DCPwatch
