DCP 165 (voltage-level approach to CDCM unit rates) (Friday 8 March 2013)

The intent of DCP 165 is to change the CDCM so that:

User categories are aggregated together by voltage level prior to and for the purposes of cost allocation;
Three time band unit rates are calculated for each voltage level group; and
For non half hourly (NHH) tariffs, all unit rates are calculated as weighted averages of the three time band unit rates.

This implies that the same standing charge factors would apply to all tariffs (except unmetered ones), so that the same network levels would contribute to the unit rates (as opposed to capacity charges or fixed charges), but the intent but does not say so explicitly. That aspect of the change would probably be the most significant in practice.

A working group was established from 22 February 2013, first meeting Monday 18 March 2013. I am not on that working group. A lot of the relevant modelling work might already be available on this website.
