The change proposal is very long and detailed, apparently written with the help of one DNO (it does not seem to say which).

Wedge explanation: this is potentially the thin end of a wedge where the thick end has embedded networks/IDNOs acting as effective subcontractors to DNOs, running parts of the distribution network with no customer relationship, rather than as truly independent competitors.
Update 2014: this proposal failed and was revived in a less objectionable form as DCP 203.
